Melinda Johnson joined the Department of Health and Social Care in June 2017 as Commercial Director following a period of 5 years as Group Commercial Director at the Department for Transport. Whilst at Transport Melinda was also Director of Property, Digital, Security and Information. Melinda joined the Civil Service in 2005 to be a Deputy Director in Commercial at the Department for Education where she held various commercial roles.
Melinda is a fellow of the Chartered Institute of Procurement and Supply (CIPS) and a Chartered Procurement Professional, joining the Institute in 1988 whilst on the procurement graduate programme at British Telecom. Melinda's early buying career was in IT procurement in organisations such as National Power. Melinda has worked in the wider public sector as well as being Head of Policy at CIPS for 3 years. An advocate of CIPS, Melinda completed 4 years on the CIPS Board, following her role on CIPS Council, and was Chair of CIPS Congress.
Melinda holds a MBA, a BSc Hons in Psychology and has a post graduate qualification in Marketing. She is a non executive director of the British Quality Foundation and the NHS SCCL (Supply Chain Coordination Limited).
Melinda is married and lives near Stamford in Lincolnshire.

Chris has worked within the NHS for over 20 years in a variety of senior procurement and supply chain roles,. This has included the management of the procurement and customer related activities undertaken by NHS Supply Chain.
Prior to joining the NHS Chris spent 9 years in private industry, working for retail clients in the manufacturing sector.
Chris has a Master’s degree in Business Administration that focuses on business and supply chain strategy and a post graduate professional diploma in management. Chris is a member of the Chartered Institute of Purchasing and Supply (MCIPS).

Andrew is a partner and the head of procurement within Hempsons’ specialist procurement law team. He has over 17 years’ experience of working with the NHS and specialises in procurement law, acting both for contracting authorities and bidders.
Andrew utilises the knowledge gained from acting for clients on both sides of the fence to provide pragmatic advice on running defensible procurement processes/defending procurement law challenges, and also to advise bidders on improving their chances of success/challenging defective processes.
Andrew led on the successful and timely delivery of one of the first innovation partnership procedures under the Public Contracts Regulations 2015 and regularly advises on designing and structuring processes, drafting procurement documentation and defending procurement law challenges. He also acted for the commissioner in defending the first NHS v NHS procurement challenge to reach the courts.
When acting for bidders, Andrew seeks to challenge processes, looking at areas where the bidder has been discriminated against. He has successfully overturned a number of procurement processes on behalf of bidders. Andrew recently advised the two trusts in Lancashire Care NHS Foundation Trust & Blackpool Teaching Hospitals NHS Foundation Trust v Lancashire County Council [2018] EWHC 1589 (TCC).

Rose is the RCN's Professional Lead for Infection Prevention and Control and also currently interim Head of the Standards, Knowledge and Information Services at the College.
Based in the RCN's Nursing Department, she provides strategic leadership and specialist professional advice to the College, its members and key stakeholders across the UK on infection prevention and antimicrobial resistance (AMR) and the implications for nurses and nursing.

Steve began his career in the NHS in 1987 as a registered nurse. He completed his BA Hons in healthcare studies at Oxford Brookes University followed by a postgraduate certificate in evidence based healthcare from Oxford University. In 2002 he moved into management as a general manager at Radcliffe Infirmary and completed an MBA with Nottingham University Business School in 2006.

Steve then went on to University Hospital Southampton NHS Foundation Trust, as a Divisional Director of Operations and subsequently as Chief Operating Officer. As a member of the executive team, he led the Trust through the process to gain foundation trust status.

Colin McCready joined NHS Supply Chain as Chief Financial Officer in December 2019. He is also appointed as a Company Director to the Board of SCCL. Colin has an extensive history of driving transformational change and business operations across diverse environments, coupled with driving efficiencies, operational performance and creating revenue opportunities. Colin also has experience in developing key relationships with complex stakeholder groups, including the government, regulators and the wider healthcare system.

Prior to his NHS Supply Chain appointment Colin took on the role of Interim Chief Executive Officer at NHS Professionals, a £750m turnover public-sector organisation. In this position, Colin helped to establish long-term growth initiatives, capital expenditure, and develop strategic communication plans that resulted in a customer-focused environment.

Colin holds a Bachelor of Commerce (Finance Specialty) achieved at Queens University in Ontario, Canada. He has previously led operations as CFO for Serco Group Plc and Control Risks Consultancy.

An experienced and qualified Procurement professional with over 28 years of knowledge beginning his Procurement life with Southampton and South West Hampshire Health Authority as a Buyer in 1986 developing through to a Purchasing Supervisor experiencing and undertaking all aspects of Procurement, Stores and Supply Chain within the NHS.

In 1996 he moved into the role of Customer Care Manager for NHS Supplies where he remained until 1999 before taking an opportunity to move and take up a post in University Hospital Southampton (UHS) as Head of Procurement. In February 2004 he was appointed to the role of Director of Procurement and Commercial Services for the Solent Supplies Team, a collaborative Procurement organisation based in Hampshire serving the local population of Hampshire including the South Coast, London and the IOW.

NHS South of England took the old organisation to a different level in April 2013. Alan is currently involved on a National basis supporting DOH, HCSA and a number of CSUs and CCGs including NHS England and Health Education England in addition to the extensive experience he has gained with organisations in Hampshire and the surrounding areas.

Emily is the Chief Commercial Officer for NHS England and NHS Improvement. In this role, Emily oversees procurement, estates and other commercial functions across the health service. In addition, she holds responsibility for Corporate Operations, Primary Care Support Services and provides Executive leadership to the commercial income team, Accelerated Access Collaborative (AAC) and the Innovation, Research and Life portfolio. Emily joined NHS England as National Director for Transformation and Corporate Operations in November 2017 with responsibility for a range of enabling corporate operations, focusing on leading the transformation agenda for the organisation and the integration of NHS England and NHS Improvement.

A Molecular Geneticist by background, Emily has led a number of large-scale organisational change programmes. Before joining NHS England, Emily was Chief People Officer at Kingfisher plc where she was part of the international leadership team. Prior to that, she was Group HRD at Morrisons and spent 15 years at McKinsey, where she worked across a number of sectors leading on the effective development and deployment of human capital, and on transformation.

Emily is also a steering committee member of the 30% Club, which aims to increase representation of women on UK plc boards, and to research and support greater diversity in the UK and global institutions.

Preeya Bailie started her role as the Chief Procurement Officer (CPO) at NHS Improvement in 2018, leading the delivery of procurement improvements across NHS Trusts.

She joined NHS Improvement from Maidstone and Tunbridge Wells NHS Trust where she was responsible for all non-pay expenditure excluding pharmacy. She brings a breadth of public sector procurement experience including the establishment of frameworks, outsourcing of services, setting up of joint ventures and programmes for income generation and has created and developed high performing, award winning procurement functions.

She is currently leading the development of the Procurement Target Operating Model Design across the NHS, looking at designing the most efficient model of procurement to ensure to leverage the buying power of the NHS.

Mark joined the National Health Service in 1978 and worked for the Mid Glamorgan Health Authority Supplies Department, later moving to WHTSO (which became the Welsh Health Common Services Authority).

In 1980, he joined the North West Regional Health Authority as a purchaser at Trafford Park Hospital. Following a move back to Wales as Head of Purchasing in East Dyfed Health Authority, he returned to WHCSA as Director of Materials Management with the creation of the Procurement Group in Wales. In 1996, he served as Director of Welsh Health Supplies following the market testing of the Contracting and Supply Chain services.

In 2011, Mark was appointed as the Director of the Procurement Division of the NHS Wales Shared Services Partnership. The Division has over 500 staff across locations the length and breadth of Wales covering Sourcing, Supply Chain, Accounts Payable, Purchasing and Capital. Mark also has the responsibility for the Health Courier Service, following its transfer into NWSSP from Welsh Ambulance Service. Mark retired from this post in 2019 to take up the role of Programme Director focusing initially on Brexit and latterly the COVID Pandemic.

In 2012, Mark was honoured for a lifetime of outstanding achievement at the National Government Opportunities (GO) Excellence in Public Procurement Awards. He was recognised for his part in driving forward public procurement and making a real difference within the profession over an extended period of time and in 2017 he was awarded with a MBE.

Mark is Chair of Trustees for the HCSA and also a Trustee of the Wales Quality Centre.

Julie is a leading expert on change in organizations, particularly the role and impact of people during transformations. She joined the Business School in 2006. Before entering the academic world Julie worked as a business consultant for over 20 years in several profit and non-profit organizations, including PwC. At PwC Julie was responsible for organizational change and management development in a number of companies include Barclays, Shell, BBC, Lloyds, Reuters. Julie has also worked with Vertex where she set up and led a commercial consultancy team. Her first role was with the British Council where she was the Development Consultancy for East Asia.

Julie has published in a number of international journals on change in organisations. She is the author of several books including ‘Consultancy, Organizational Development and Change’, ‘ Managing and Leading People through Change’ (Kogan Page); Sustaining Change in Organizations(Sage) and ‘Employee Engagement for Organizational Change’ (Routledge) and ‘Organization Development: how organizations change and develop effectively’ (Palgrave McMillan). Her latest book is ‘Reshaping the HR: the role of HR in organizational change’.

Julie is a Principal Fellow of the Higher Education Academy, Academic Fellow of the ICMCI (International Council of Management Consulting Institutes)and a Senior Fellow of the Foundation for Management Education (FME). She is also a member of the editorial board of the ‘Management Consulting’ journal.

Jonathan has a PhD from Loughborough University and a background in systems thinking for healthcare. His research findings have informed the design of multidisciplinary team huddles, prescription charts and programmable medical devices.

Prior to joining HSIB, Jonathan worked as a safety scientist at University College London and King’s College London.

Peter leads the Association of British HealthTech Industries (ABHI), the UK’s leading HealthTech trade association, representing 300 companies in MedTech, diagnostics and digital health. ABHI advocates industry’s needs at senior government level, supports UK market access, informs on commercial matters, provides regulatory advice, promotes ethical compliance and develops international trade opportunities for SMEs.

Representing industry across government, Peter currently sits on the Secretary of State led Life Sciences Council, and the sector specific Health Technology Partnership which supports it. He is also a member of the Life Sciences Scotland Industry Leadership Group.

At European Level, Peter is a former board member of MedTech Europe and is the immediate past Chair of their National Association Network (NAN). Internationally, he is engaged with the UK Government on several initiatives to promote the country and assist British companies with their export strategies. In 2018 he was appointed to the advisory board of Healthcare UK, the government agency responsible for promoting the UK healthcare sector to overseas markets. Peter also sits on the advisory council of EXCITE International, a global collaborative seeking to accelerate access to health technologies.

Having previously served as the interim Chair of the Greater Manchester Academic Health Science Network (AHSN), Peter currently sits on the Board of the Oxford AHSN, and leads work to enhance collaboration between ABHI members and the AHSN national network, most recently through the newly constituted MedTech Innovation National Network. In 2014, he also chaired the Health Economy work stream of the London Health Commission, established by the Mayor of London and Lord Ara Darzi.

Peter has 35 years’ experience in sales, marketing and general management in the UK and across Europe and as a non-executive director of early stage companies. He is a proud member of the 30% Club, which campaigns for greater representation of women at senior leadership and board level, with a target of a minimum of 30%.

Peter is also a GlobalScot - a worldwide network of business contacts who are experts in their field, and driven to help Scottish companies develop, expand and thrive in a competitive international market.

Beth leads the Managed Commercial Services for Akeso&Co which delivers a wide range of procurement and commercial services to Public and Private Sector Healthcare and Research clients including the delivery of the Category Tower for Pathology and Therapy Technologies and Services for NHS Supply Chain. She previously led the Strategic Sourcing and engagement teams at NHS Shared Business Services following 3 years as the Business Development Director. Prior to this, Beth led the NHS procurement programme for the Department of Health including the implementation of ‘NHS Procurement: Raising our Game’ and the QIPP (Quality, Innovation, Productivity and Prevention) requirement to gain efficiencies through procurement across the healthcare system. Beth also led on the development and publication of the first version of the NHS Standards of Procurement. Previously, Beth managed the transition of the Pharmacy Unit of the NHS Purchasing and Supply Agency (NHS PASA) into the NHS Commercial Medicines Unit and was responsible for setting the strategic direction of the Unit and managing its response to the changing needs of the Department of Health and the NHS. Beth is a BA (Hons) Business Studies and FCIPS qualified procurement professional with over 20 years' public sector procurement and commercial experience. She represents the North Region on CIPS Congress and is an active member of the Healthcare Supplies Association (HCSA).

Martin Shaw joined the NHS in 1981. He joined West Lambeth Health Authority in 1983, where he held a variety of posts and was Deputy Director of Finance until 1993 when he joined Guy's and St Thomas' as Business and Financial Planning Manager, before becoming Strategy Director and Projects Director. He was appointed Finance Director of the Trust in 1998 and made Chief Financial Officer in 2017.
Martin is also a director of Collaborative Procurement Partnership, a key part of the NHS Supply Chain that is owned by four NHS trusts, including Guy's and St Thomas'. The surpluses generated by the partnership are used to fund health services in the area.

Will Laing is the Operations Director for the NHS Workforce Alliance, jointly reporting to the senior management of all five partner organisations, and responsible for the overall success of the Alliance in driving positive outcomes across all areas of workforce management for the NHS.
Previously, Will was the Account Director - Department of Health and Social Care for Crown Commercial Service, during a period where the engagement between the health sector grew significantly.
Will has an extensive background in NHS procurement since taking his first role with NHS Supplies North West division in 1995. From 2000 to 2010, Will worked in various commercial and managerial roles in the NHS Purchasing and Supply Agency (PASA), which has given him insight into the challenges and opportunities in the NHS. Will led several categories in the 2004 NHS Supply Chain Excellence programme, introduced the first national agreement for Agency Nurses in 2007, and in 2008-10 represented the NHS in leadership roles in the OGC’s collaborative category management in energy and fleet.
An MBA graduate of Manchester Business School, Will enjoys football, reading, cinema, and cooking in his spare time.

Howard had a career with Marks and Spencer that included a 2-year secondment to the Cabinet Office. During the secondment he undertook a review of procurement in the NHS which led to the formation of the Purchasing and Supply Agency.
Howard was a Non-Executive Director of Papworth (now Royal Papworth) Hospital in 2002 to 2012.
Howard was the Leader of Uttlesford District Council between 2014-19. Howard joined East of England NHS Collaborative Procurement Hub in 2008, and was appointed Managing Director in 2018.

Marc enjoyed a 22 year career in the NHS working at local, Regional and National levels mainly in the Yorkshire and Humber region.
In 2007 Marc left the NHS to develop his own business, delivering procurement consultancy but specialising in training and teaching in all areas of supply chain.
Marc has over the last 6 years has facilitated the Procurement Development Programme which is recognised as the only course of its type for NHS Procurement staff and has redesigned and run the courses offered to the NHS through the Procurement Skills Development network.
He became a Member of the Chartered Institute of Procurement and Supply in 1994 and holds both a Masters in Business Administration and a Post Graduate Certificate in Education

Brian has a wealth of experience within Healthcare Procurement at both an operational and strategic level. He is passionate about the role procurement has to offer in meeting the global challenges of delivering better outcomes, set against diminishing financial resources. In his current assignment, as Value Based Procurement (VBP) Project Lead for NHS Supply Chain, he is actively leading, promoting and supporting the development of VBP; with the vision of facilitating a paradigm shift from traditional adversarial buyer supplier relationships, to a position where healthcare and industry operate in an environment based on trust, aligned objectives, mutual benefits and success.
